Kathleen was born and raised in Tulare, California. Kathleen currently practices in the broad field of civil litigation, including family law, and also in estate planning. 

Kathleen has experience litigating disputes between businesses, and also handling employment issues on both the employer and employee side. She has experience drafting contracts and negotiating terms that are beneficial to her clients. Being a Tulare native, accompanied with Kathleen's experience in building good relationships in Visalia's legal arena, gives Kathleen the opportunity to utilize those relationships to better serve her clients. 

Kathleen was admitted to the State Bar of California and the California Supreme Court in 2010. She formed Phillips Law in January 2010. Kathleen ventured out to form this practice after gaining invaluable experience clerking at a top civil litigation firm in the Central Valley for over three years.
